The Ministry of Public Security, the National Health Commission and the State Drug Administration have jointly issued an announcement stating that 12 new named substances and generic nitazene-type substances are to be added to the Catalogue of Narcotic Drugs and Psychotropic Substances.
This was announcement in June and became law on the 1st of July.
In the statement, in addition to the 12 named substances, the law also describes the types of chemicals also now considered controlled as ‘nitazene-type substances’
一、尼秦类物质。“尼秦类物质”是指化学结构与依托尼秦（2-[2-(4-乙氧基苄基)-5-硝基-1H-苯并咪唑-1-基]-N,N-二乙基-1-乙胺）相比，符合以下一个或多个条件的物质：
（一）使用取代或未取代的1H-苯并咪唑基替代5-硝基-1H-苯并咪唑基；
（二）使用取代或未取代的C1-C2烃基替代1H-苯并咪唑基与苯基之间的亚甲基；
（三）使用取代或未取代的芳香基团替代4-乙氧基苯基；
（四）使用取代或未取代的氨基替代N,N-二乙基氨基。

“Etonizine-like substances” refer to substances whose chemical structures meet one or more of the following conditions compared with etonizine (2-[2-(4-ethoxybenzyl)-5-nitro-1H-benzimidazol-1-yl]-N,N-diethyl-1- ethylamine):
- Use substituted or unsubstituted 1H-benzimidazolyl to replace 5-nitro-1H-benzimidazolyl;
- Use substituted or unsubstituted C1-C2 hydrocarbon group to replace the methylene group between 1Hbenzimidazolyl and phenyl;
- Use substituted or unsubstituted aromatic group to replace 4-ethoxyphenyl;
- Use substituted or unsubstituted amino group to replace N,N-diethylamino.

Historically China only controlled commonly encountered and well known narcotic and psychotropic drugs. However in recent years under internation pressure and increasing domestic use, the Chinese authorities are increasingly use more sophisticated approaches, commonly used in Europe, North and South America, to control all possible analogues within a chemical family - often known as "generic statements". In this case controlling all Nitazine like chemicals which are likely to show a narcotic and psychotropic effect, or which can easily be converted into one showing such an effect. In effect, these substances, similar to nitazine are treated like nitazine in terms of control and punishment. This is now the third generic statement from the Chinese authorities in the last few years, with Cannabinoid and Fentanyl generic statements also controlling chemical space.
