### 中国通过全班计划禁止“所有合成大麻素”

中国公安部、国家卫生健康委员会和国家药品监督管理局宣布，他们将通过几项与合成大麻素相关的“通用声明”或“化学家族”控制措施，禁止所有合成大麻素。 这是对中国于 2019 年首次颁布的芬太尼仿制药声明的补充。
直到最近，中国才加入了一长串国家的行列，这些国家已转向广泛或通用的声明，这些声明非常详细地概述了哪些化学空间被认为是受控制的，哪些不被认为是受控制的。 美国、英国、比利时、波兰、瑞士和法国等国也制定了类似但不同的类别范围控制措施。 它将在 2021 年 7 月 1 日成为法律。

根据《麻醉药品和精神药品管理条例》《非药用类麻醉药品和精神药品列管办法》有关规定，公安部、国家卫生健康委员会和国家药品监督管理局决定将合成大麻素类物质和氟胺酮等18种物质列入《非药用类麻醉药品和精神药品管制品种增补目录》。
一、合成大麻素类物质。“合成大麻素类物质”是指具有下列化学结构通式的物质：
R1 代表取代或未取代的C3-C8烃基；取代或未取代的含有1-3个杂原子的杂环基；取代或未取代的含有1-3个杂原子的杂环基取代的甲基或乙基。
R2 代表氢或甲基或无任何原子。
R3 代表取代或未取代的C6-C10的芳基；取代或未取代的C3-C10的烃基；取代或未取代的含有1-3个杂原子的杂环基；取代或未取代的含有1-3个杂原子的杂环基取代的甲基或乙基。
R4 代表氢；取代或未取代的苯基；取代或未取代的苯甲基。
R5 代表取代或未取代的C3-C10的烃基。
X代表 N或C。
Y代表 N或CH。
Z代表O或NH或无任何原子。
